Waste contract tender challenged

One of the losing bidders in the public tender for the city’s solid waste management contract has sought an injunction to prevent the contract from being awarded to CSR –Macau Waste Systems Co Ltd, our sister publication Business Daily reports. Spanish firm Urbaser SA will appeal to the court to reject the government’s decision, and says any new contract negotiations should be halted until the judges reach a decision. Until then, CSR should only be offered an extension of its current contract, Urbaser says. The Spanish company has not yet made clear the grounds on which it is challenging the government’s decision. In April, the government decided to award the 10-year waste management contract to Macau-based CSR. The company is already the city’s incumbent solid waste collector. CSR submitted a bid of MOP2.1 billion (US$263 million), the lowest among the five bidders. The new contract is to begin on November 1. CSR reported a profit of MOP39.2 million for last year, slightly down from MOP40 million in 2011, shows the company’s annual report, published today in the Official Gazette.
